The water sector’s £104 billion cycle is moving from design into delivery. The constraint is no longer capital, and for anyone supplying drive systems that changes what a useful supplier looks like.
IFor most of the past eighteen months, AMP8 has been a procurement story. Framework notices, market engagement, Tier 1 partner selection, tender after tender. That phase is ending. Design work is completing, approvals are clearing, and the programme is turning into physical work on individual sites.
The scale is settled. Ofwat’s PR24 determination put around £104 billion of combined capital and operating expenditure into the water sector between 2025 and 2030, a substantial step up on the previous period, with enhancement investment several times what it was. It is the largest investment programme the UK water industry has attempted.
The number is not the interesting part. What makes AMP8 different from the cycles before it is that the money now arrives with consequences attached. Financial penalties apply where the work is not delivered. That single change reshapes incentives the whole way down the supply chain, because a contractor running late is no longer simply embarrassed.
The constraint is capacity, not capital
Which brings us to the real problem. Funding is agreed. Delivery capacity is not, and water is not the only claim on it. The Great Grid Upgrade, Network Rail’s current control period and national housing targets all draw on the same contractors, the same skilled labour and the same equipment suppliers across the same five years. Capital does not conjure capacity, and it certainly does not conjure skills.
In that environment, the things most likely to hold up a site are rarely the difficult engineering problems. They are the ordinary components with long lead times. A screen drive. A penstock actuator. A scraper gearbox. Individually unremarkable, and each one perfectly capable of stalling commissioning if it turns up twelve weeks after the civils are finished. Contractors plan works in detail and, more often than anyone would like to admit, plan equipment last.
There is a second timing problem, and it is less visible. Drive systems are specified years before they are ordered. Decisions taken on framework designs during 2026 will determine what gets installed through to 2030, and what has to be maintained well into AMP9 and beyond. A component chosen today because it happened to be available on a datasheet becomes somebody’s maintenance liability for the next fifteen years.
Reliability is becoming a regulatory question
The policy direction sharpens this. The government’s water white paper, published in January 2026, proposes abolishing Ofwat and creating a single integrated regulator, with a remit that includes monitoring asset health. Detail is still to follow through a transition plan and a Water Reform Bill, so nobody should be making firm predictions yet.
The direction of travel is clear enough, though. The sector is being pushed away from five-year cost efficiency and towards long-term asset condition. For anyone specifying equipment, that shifts service life out of the category of commercial preference and into the category of regulatory interest. The question stops being what a unit costs to buy and becomes what condition it will be in when somebody inspects it in 2034.
What a useful supplier looks like in this cycle
Three things, none of them glamorous.
Honest lead times. Not optimistic ones. A date you can plan a site around, and early warning when it moves. An estimate that quietly slips is worse than a long lead time you knew about in January.
Stock where it matters. Not everything, which is neither possible nor sensible, but genuine depth on the units that go into water applications repeatedly. Held stock is the only real defence against a global supply chain having a bad quarter.
Specification help before the design freezes. Once the envelope is fixed and the drawings are issued, the sensible options have usually been designed out. The useful conversation happens months earlier, and it costs nothing.
Where we fit
We build gearbox and motor systems for OEMs whose machinery ends up on water and wastewater sites: screens, scrapers, penstocks, aerators. Units that run continuously, often outdoors, frequently submerged or semi-submerged, and almost always somewhere awkward to reach.
Our systems are designed, assembled and tested in Chatham, which means technical questions get answered by an engineer rather than a ticketing system, and it means we can turn a variant round quickly when a site needs one. We hold stock on hundreds of line items for exactly the applications this programme keeps demanding.
We are not the cheapest option and we do not try to be. We are built for customers who cannot afford a drive failure on an asset that is difficult to get back to.
AMP8 will generate a great many headlines about billions. It will be delivered, or not delivered, in the detail: on individual sites, asset by asset, in places where going back to fix something is expensive and disruptive. That detail is the work we do.
